There is no method built-in to QB that can transfer transaction data from one file into another. So, you have two options:
The first is to do it "backwards": Make a copy or backup of the file and run the purge wizard (File > Utilities > Clean Up Company Data) after setting a closing date for your file as of the END of the last Fiscal Year you want to delete. The Purge will delete old transactions, but it will give up and pout if it comes across any open Sales/Purchase orders or anything else unusual. Thus, you would need to run the appropriate reports and either delete or resolves those beforehand.
The other option is to check

http://www.bigredconsulting.com for info about programs or services (respectively) that can transfer data from one file into another.
